Mr. Gautam is an institutional development specialist and has 35 years of experience in the specialized field of social and institutional development in Agriculture and Water Sector. He holds a Master’s Degree in Political Science from Tribhuvan University, Nepal in 1975 and a Ph.D. in Public Administration from Panjab University, Chandigarh, India in 1985. He had attended study tour and training courses in Nepal, Germany, England and Belgium. He started his career in 1975 as a lecturer (later Associate Professor) of rural development and institutional building in Tribhuvan University in Kathmandu.
As a consulting professional, he has performed social and institutional analysis of water resources projects in Nepal (Impact Evaluation Study of Bank Operations in Nepal for ADB, Water Resources Diagnostic and Strategy Formulation Program for UNDP, Mahakali Irrigation Project for Halcrow, Groundwater Development Project for Nippon Koei, Second Irrigation Sector Project for ADB, Irrigation Sector Support Project for the World Bank), India (USAID’s Water and Land Management Development Project in Gujrat), Guyana (IFAD’s East Bank Essequibo Development Project) and China (The World Bank’s Yangtze River Basin Water Resources Project, Tarim Basin II Project, Irrigated Agriculture Project, DFID’s Pro-poor Water Project). He has also served as Team Leader of several multi-disciplinary teams in a number of water and natural resources development and management projects in Nepal and abroad.
His professional contributions include the promotion of participatory development in irrigation and water resources sectors. He is associated with China Study Center as a general secretary, Nepal Engineering College as a Director in the Board of Management, member of Jalshrot Bikash Sanstha (linked with Global Water Partnership) and founding chairman of Farmers’ Managed Irrigation System (FMIS) Promotion Trust. He is a life member of Eastern Regional Organization for Public Administration in Manila, member of International association for Study of Common Property, Bloomington USA, life member of Indian Institute of Public Administration, New Delhi. He has visited countries/places in South Asia, South-east Asia, Far East (East Asia), Western Europe, Caribbean, North America and Scandinavian.

Rajan Subedi

Mr. Subedi is an institutional development specialist and has 30 years of experience in the field of participatory natural resources development. He holds a Master’s Degree in Business Administration from Tribhuvan University, Nepal in 1980. He had training in the areas of social science research methodology and project planning and has also completed the World Bank Course on Financial Management and Project Analysis. He is one of the founders of FMIS Promotion Trust.
He is also the life member of International Network for Participatory Irrigation Management (INPIM), Nepal Chapter, and member, International Association for the Study of Common Property, USA. As a Participatory Development Specialist, Mr. Subedi has completed consulting assignments in Hill Area Land and Water Development Project, Himanchal Pradesh and India Interactive Videodisc Project, New Delhi. His major assignments in CMS include the World Bank funded Nepal Irrigation Sector Project Preparation, JICA funded the Feasibility Study of Trisuli Irrigation Project, Intensification of Extension – Nepal Community Forestry Project and the World Bank funded Pilot Program for Participatory Environmental Protection in Hill Irrigation.
He also worked in the World Bank Resident Mission in Kathmandu as a Forestry Consultant. Previous to that, as a freelance consultant, he worked in the World Bank/UNDP funded Irrigation Sector Support Project, Mahakali Irrigation Project for the World Bank and Bagmati Irrigation Project for Asian Development Bank . He started his career in the Research Center for Nepal and Asian Studies as a community and social researcher. He has visited India, Sri Lanka, Thailand, Pakistan, Bangladesh, Japan, USA , Singapore, China, Malaysia and Australia.

Ajaya Lall Shrestha

Mr. Shrestha is a civil engineer registered in Nepal Engineering Council and has completed Bachelor’s Degree in Civil Engineering from Bengal Engineering College, Calcutta University, India in 1980 and a Master’s Degree in Water Resources Engineering from Asian Institute of Technology, Thailand in 1991. He has obtained training in the area of FIDIC Contracts, Construction Management, Irrigation Management and Monitoring and Evaluation of Irrigation Projects.
He has an overall experience of more than 35 years in the profession. From 1980 to 1989, he worked in the Department of Irrigation as a Civil/Irrigation Engineer, mainly in ADB funded Chitwan Irrigation Project and the USAID funded Irrigation Management Project. Since 1992, he is involved in the projects undertaken by the company. His primary fields of consulting service are groundwater engineering, water resources engineering and construction management.
He has provided his expert services as a national consultant to various irrigation and water resources projects that include the World Bank funded Sunsari Morang Irrigation Project Stage-III (Phase-I), ADB funded Impact Evaluation Study of Bank Operations in the Irrigation Sector in Nepal, IFAD funded the Groundwater Irrigation and Flood Rehabilitation Project, the World Bank supported ILC Technical Assistance (short term) and Irrigation Sector Support Project, and preparation of Action Plan of Turnover and Participatory Management Program for the World Bank. He is a life member of Nepal Engineers’ Association and a member of IWRA and IAHR. He has visited India, Bangladesh, Sri Lanka, Indonesia, the Philippines, Hong Kong, Malaysia, Singapore and Thailand.

Krishna P. Paudel

Mr. Paudel is a civil engineer registered in Nepal Engineering Council and he has completed Bachelor’s Degree in Civil Engineering from University of Roorkee, India in 1989, a Master’s Degree in Hydraulic Engineering from International Institute for Hydraulic Infrastructure and Environmental Engineering (IHE), Delft, The Netherlands in 2002 and PhD in Hydraulics and Sediment Transport from UNESCO-IHE and Wageningen University, The Netherlands in 2010. He has obtained training in the area of Irrigation Scheme Planning and Design, Participatory Management, On Farm Water Management and Monitoring and Evaluation of Irrigation Projects. He has an overall experience of around 20 years in the profession. He started his carrier as an Irrigation Engineer in the Department of Irrigation since 1990 and worked in various District Irrigation Offices both in the Terai and Hills. in 2008, he joined CMS and has been involved in the study, design, contract management and construction supervision works of water resource projects in addition to the various assignments of the company in the capacity of Technical Director/ Director/ Managing Director. His major works include the hydraulic modelling, sediment transport analysis and hydraulic design of Rani Jamara Kulariya Irrigation Project (38,300 ha); analysis and design review of sediment removal facilities for Sikta Irrigation Project (43,766 ha) and Bagmati Irrigation Project (30,000 ha); hydrodynamic modelling of 142 km stretch of Karnali River for impact assessment due to peaking hydropower plant; and design review of river engineering works in the Mahakali river for protection of Darchula district headquarter.

He is a life member of Nepal Engineer`s Association, INPIM Nepal, SIREN. He has visited India, the Philippines, Thailand, Hong Kong, China, the Netherlands, Germany, France, Italy, UK, Austria, Switzerland, Belgium and Luxemburg.

Hari Prasad Upreti

Mr. Upreti is a financial and administrative management specialist. He holds a degree of Bachelor in Business Administration (BBA) from Tribhuvan University (1991). Mr. Upreti has more than 18 years of work experience in the area with the government and private organizations.
He has sound knowledge of overall management skill particularly in the area of office management, financial administration management, corporate and public relations and other management aspects related to administration and financial activities.
He has successfully completed the management related assignments in several undertaken of CMS. Water Resources Strategy Formulation Phase II, Community Based Water Supply and Sanitation Project, Bakra River Flood Protection Project, Chanda Mohana Irrigation Project and Community Shallow Tubewell Irrigation projects are to name a few.

Sangita Maharjan

Technical Director, Institutional and Environment Division

Ms. Maharjan holds a Master`s Degree in Environmental Science from Central Department of Environmental Science, Tribhuvan University, 2008. Ms. Maharjan was rewarded as the “Next Generation of Conservation Leaders in the Himalaya” in 2008, Resources Himalaya Foundation. She is also the life member of the “Environmental Graduates in Himalaya”.

Ms. Maharjan has an overall experience of more than 8 years in the profession. Since 2007, she worked in the different Non-governmental Organization as a Coordinator, Program Officer and environmental expert, mainly in Ministry of Local Development Affairs and British Council funded, Best From Waste Project and several other projects funded under different donor agencies. She is one of the board members and full-time assistant director of CMS Engineering Consult (Pvt.) Ltd. Since 2012, she is involved as Environmental Expert in various projects undertaken by the company. Her primary fields of expertise are environment, natural resources, climate change and water resources development.
She has performed as an environmental expert in several projects like APN funded International Graduate Conference on Climate Change and People, SAARC Coastal Zone Management Center, Maldives funded SAARC Haveeru -Coastal Festival in the Mountains, WWF funded Impact of Climate Change in High Altitude Wetlands and Preparation of Book on Climate Change Adaptation- Pani Prasad Ventures to Raise Climate Change Awareness. Ms. Maharjan has provided her expert services as an Environmental Expert in various irrigation and water resources projects, which include the World Bank funded Irrigation and Water Resources Management Project-Component A, Government of Nepal funded Preparation of Long Term Vision of Nepal`s Water Resources and Energy Sectors-2050 A.D., the World Bank funded Formation of Basin/Sub-basin Committee and Preparation of Water Access Mechanism and ADB funded Community Irrigation Project.

Sudeep Adhikari

Mr. Adhikari holds a Doctor of Philosophy (PhD) in Structural Engineering, dissertation titled “Mechanical and Structural Characterization of Mini-Bar Reinforced Concrete Beams” (University of Akron, Akron, Ohio, USA, 2013) and Master`s degree in Structural Engineering, thesis titled “Mechanical Properties and Flexural Applications of Basalt Fiber Reinforced Polymer (BFRP) Bars” (University of Akron, Akron, Ohio, USA, 2009). He completed his Bachelors in Civil engineering from Tribhuvan University, Institute of Engineering, Pulchowk Campus in 2004. He holds an overall experience of 12 years in the field of civil infrastructure development. During his PhD, he specialized on alternative construction materials, such as Fiber Reinforced Polymer (FRP) and Fiber Reinforced Concrete (FRC). His research included the investigations of a new state-of-the-art light-weight material (Basalt fiber reinforced polymer) which has larger functional/structural implications for seismic resistant design of various structures. As a research associate, he also authored/co-authored technical papers for various international Journals. During the period, he also worked as the academic support-staff for the Department of Civil Engineering, University of Akron, USA, where he conducted undergraduate classes/training (Mechanics of Materials, Steel Design, Reinforced Concrete Design and Fiber Reinforced Polymer Reinforced Concrete Design). As the Senior Structural Engineer of CMS, he provides necessary technical support for the structural design of various hydraulic structures (Reinforced Concrete, Steel and Masonry).

He has provided his expertise on the structural design of various hydraulic structures (Reinforced Cement Concrete) for Jamuni Irrigation Project (Rauthahat), Mohana Irrigation Project (Kailali), Rani Jamara Kulariya Irrigation Project (Kailali) and Mahakali River-Training Project (Darchula). As the Senior Structural Engineer of CMS Engineering Consult (Pvt.) Ltd, he provides necessary technical support for i) The structural design of various hydraulic structures (reinforced concrete, steel and masonry) ii) Quality-control of undergoing project iii) In-house research on hydraulic behavior of civil engineering materials iv) Analysis of various engineering test-results and v) Preparation of technical proposals/reports in relation to irrigation and other water-resources projects.
